I'm confused. Do you mean the page-options-bottom buttons (Edit, Rate, Tags, etc.)? Those have their own IDs, so they can be hidden with CSS. The editor buttons each have their own class and can also be hidden with CSS.
Or, am I missing something and you're talking about a different kind of "more control"?

I'm not sure. I added _done myself so at some point in time I must have come to the conclusion that this was solved… somehow.
I think my intention is to show different links to different groups of users - so instead of just hiding the page options (which is ignored for administrators & moderators), I wanted to show them all to admins, show a subset to moderators, and then show an even smaller subset to regular members — instead of the plain show-all or disable-all setting.
Disabling the page options in the site manager is also a lot more secure than using a CSS solution. With CSS, the change can easily be reversed with a browser add-on like Firebug. When the page options are hidden using the site manager, they are literally hidden and can't be accessed by modifying the CSS (let me know if I'm wrong here).
So I probably shouldn't have marked this as _done, because it's actually not done…

Actually, I remember why I marked it as _done now. By hiding the page options completely and then only using buttons that are manually added to the page or template, I achieve what I want. I think I can even control who views the buttons using James Kanjo's SUO include.
It's not what I was asking for … but when Wikidot added more buttons so that all of the page options were covered, it is still a good workaround for this problem.
