Use case: a wiki that is generally only meant for a certain group (say, hr). After using it for a year, the group wants a new person that is not a part of the group to access just on category, say "public". However, by now there is 3 gazilion _default pages that need to be renamed. More importantly, people mistakenly create new pages in _default category, not knowing that it will be viewable by wrong audience.
So, why not allow user the same flexibility for _default that other categories are already enjoying?
If you want to make all categories private, make it a private site instead of an open/closed one!

I already did. In my example, suppose there is a private site owned by HR. They want to make 10 or 20 pages accessible to a manager from a different group. How do they do it?
The "view" permission for _default won't be involved. Private site is the right solution.
