I assume that variable names such as tags of parent will be reserved and not allowed… so the wikidot server knows when it gets a URL request with unknown things in it. It can therefore expect that these are variables. So no need for a embedding of the whole page in a [[module]] because that will give the known problems of not beeing able to nest modules in modules…
The things that ask for variables are the modules like:

Solution other than module is very unlikely in next 16 years. URL variables could be accessible in other modules though (for example in ListPages), but only in its body.
URL variables like /tags/ could be accessed with this sort of solution. I see no problem with having them passed to both ListPages and other modules on page.
