Fine for a wiki.
Not that fine for some websites which are designed as normal websites.
Moreover, we know by experience that it's far better to propose NewPage buttons with which we can set default tags and least but not least, the parenthood.
I propose that a admin option by category be created
You're thinking of cases like the Test case for the bug tracker, right? How about, instead, the ability to make a link that includes information on how to create a page. This works better in cases where we already know the page name (e.g. it's derived from the parent page name in some way).
There is a design sketch for links. Maybe I can add this…?

I just meant the classic 404 for categories in which we don't want readers be stuck with "create this non-existing page"
I vaguely remember some wish to edit that page text. It would be much better than adding this specific feature, as being able to edit that text you'd be able to reproduce it using Wikidot code anyway…

But then…. what happens if the category doesn't exist either? Someone may randomly type in zsv:lrfgb and there is no way you'd predict that and have a zsv:_unknownpage template ready for it.

You could add a "catch-all". Basically if any page on the site doesn't exist, it will use the site default. So I could use one _template for a full site.
That would work.
