Not sure if you're aware but there is a Watchers module already available:

However, it doesn't have quite the level of flexibility that you're asking for.
I've used it to encourage people to watch the 'blog' category here: http://blog.shane-smith.com/
You'll notice that if you click the email/envelope button on the sidebar, it takes you to a page recommending to watch just that category. It's slightly more user-friendly and accessible than the alternative.
