I was logging this more to alert other users than I was expecting a fix, but James Kanjo says "This is a serious bug, because it completely breaks CSIs that combine with Live Templates."

(_inc2 is similar)
If changes are made to either of the included pages, they are not reflected on sandbox:page until it is recompiled.
However if the variable substitution is removed from the live template:
[[include sandbox:_inc1]]

[[include sandbox:_inc2]]

Then changes to the included pages are reflected immediately on sandbox:page, without recompiling it.
Edit: I've copied James' post below into the first paragraph, because otherwise the summary may not have given it the urgency James thinks it should have.

This should be now fixed. Please verify. You may need to edit&save the template pages (but not all pages in the categories).

Sorry, no fix. See my sandbox above. There is a change to "_inc1" that is not showing on "page". I edited and saved everything once through and then made a new change and edited and saved the template. Still nothing on the page.
Please check again. It works for me.
