It has happened twice now, once for the Notebook Template (I had to manually enter in the deleted:_public page), and once for the Blog Template. I cloned the Blog Template off the Standard Template; the Notebook was converted from the old Default Template, but when I cloned off the Notebook for testing, the deleted:_public page did not exist.

I'v found why it works like that. Site cloning do not clones hidden categories. It's intended behaviour.
