This is not a bug. You need to go to your page nav:top to edit the menu. The url for this can be entered into the browser address bar http://thepeoplecommons.wikidot.com/nav:top

Perhaps the default template for new sites could be changed to include an edit link in the top menu - I've seen many people confused by this.
Even better if both took advantage of /edit/true … as that used to be the first thing I changed whenever I created a new site (though now, I use blank-template.wikidot.com instead of the archaic default method).
