When the feature first came out, I tested it with this code and it worked:
… where CURRENT_PAGE is the same page that the NewPage module is on. Technically this should do the same thing (clearly I wasn't thinking properly when I wrote my quick test code). So you could use that as a workaround in the meantime.
I'm going to quickly try save-and-refresh myself.
Edit: Works for me. Going to have a closer look at your code, maybe it's a mistake you made?
Edit 2: Not sure where to look, and not really bothered with trying to figure out how your polls app works at this time of the night xD … I keep getting "An error occurred while processing the request." though, so something is definitely not working.

Okay, save-and-refresh doesn't work on http://community.wikidot.com/blog:new:autosave-function-in-module-newpage either, I had to use save-and-go and a goTo value instead. which also doesn't work!
BUT, it did work on my private site.
Perhaps save-and-refresh is broken on public sites only?

It must be dependent on category permissions or other per-category properties (_template or autonumbering).

Just tested on my private site:
Community site I'm admin, and James is admin of the polls site where he saw the problem, so does that rule out category permissions being an issue?
So no luck yet. I'm going to try a few more complicated live templates.

Yep, it doesn't work at all on the community site :( It seems off and on… some pages it works on, others it does not.
I just tested… thought you might have figured out the cause for the bug. Because on my private site where it does work I was using the same category as the NewPage module is on, and on the community it's not. But unfortunately, it still works on my test site when I change to a different category, so it's not that.
