Hmm, I still can't download it and I get the 0 byte problem (mac os 10.5.8 and safari 4.0.4).
But just wanted to tell you that if i click on the link, the movies does open in safari and play correctly. Does sound like a rather strange bug (glad to know its bug and not a feature!)
I am going to check the behavior from other OSes/webbrowsers and get back to you. should i post to the other thread?

Data point 1:
(from my colleague) Using Mac OS X, and can't download the file with Safari but can do so with Firefox.
Data point 2:
I tried logging out, closing safari, and various other reboot type activities. None seemed to make a difference for me (I only use safari). Is there anything else I should try to help determine if this is a cookie issue?

(from my colleague) I can download and play the file fine, im using windows 7, it works for firefox 3.5.8 and internet explorer.
p.s. we are all logging in using the same membername (ssr)
