1. You may be blocked from using the [[module Newsite]] due to your registered email address. No idea what exactly it effects the function, but it's not an overall dysfunction. As you've mentioned, the template is offered to be cloned. Due to some junk files had been uploaded by some spammers on the most frequently used Blank Template, you just need to completely remove them from your cloned site. You can also change you email address to escape the possible block.
2. The mobile formatting is not a bug. If you clone the Blank Template, you get a Blank one - without any metadata which specify the page behavior in a mobile scale. You need to modify the meta tag with the given interface to specify how page content should be arranged. And generally, the mobile formatting require certain snippets in your own CSS file. (commonly with @media rules used)

It is worth noting that most of the themes that come with wikidot are so outdated that they do not contain any mobile-compatible code, and you will most likely need to write or copy existing code snippets to achieve mobile-compatible purposes.
