There doesn't seem to be any problem as such with creating pages with Internet Explorer as I have just created http://jinsi.wikidot.com/test with no problem using IE11.

Do you know which version(s) of IE this problem happens with? And can they create pages if they use Firefox or Chrome?

There is no problem with other browsers like opera and chrome

I think the problem must be at your end in some way as the linked worked fine for me with IE11 (which you had also used) and opened the new page ready to add content. The devs will have a look but there doesn't seem to be a problem at Wikidot's end.
